If enough people start doing this, landlords raise the opening number for everyone and the cost lands on the ones who stay quiet. That result survived our audit when most didn't. And the same trick runs on proof: showing a landlord something they can check beats saying it, right up until everyone does it, at which point saying nothing starts to look like having nothing.
